Consensus strength is how much the ICE panel agrees on the same winner — the share that landed on the most-picked team after their final stance (e.g. 100% = lock / all agreed; 75% = lean; under 75% = toss-up). It measures panel agreement, not how likely the pick is to hit.
Use only when something material changed since the last debate run — recent injuries, inactive lists, starter surprises, weather shifts, or other late news. A full rerun asks the models to factor those updates into fresh picks; flipped games show a change chip.
